Congratulations to the New Set of Officers and Members of BCSR1! 🦅
The Fraternal Order of Eagles was initially conceptualized through a meeting of six or seven personalities then later increased its members. Finally, it was organized in 1979 at the Aberdeen Court, Quezon Avenue, Quezon City by its thirteen founding members composed of Nilo H. Raymundo, Pedro R. Balbanero, Celso P. Mariano, Crisanto T. Saruca, Rizal Aberto C. Nolido, Eugenio F. Llanera, Eleuterio C. Dumogho, Mel P. Samson, Lorezo “Choc”Tolentino, Mel V. Diaz, Dominador DL. Ordonez, Ambrosio A. Valones and Arturo Purungganan, all prominent Lion members of District 201-D of Lions Club International (Magna Carta of the Philippine Eagles Special 2021 Edition page 1). The name of the organization was taken from the several suggested names of the Philippine native animals and objects, until the Philippine Eagles was chosen into finality.
The organization was originally registered at the Securities and Exchange Commission (SEC) as “THE FRATERNAL ORDER OF EAGLES (PHILIPPINE EAGLES)” (TFOE(PE)) with its present fraternal logo. Upon registration, the existence of the organization started its legitimacy. Clubs were organized in the different parts of the country. One of the organized clubs outside Metro Manila is said to be the Sarong Bangui Eagles club in 1981. This club was considered as the pioneer eagles club in the Bicol Region particularly started in Naga City.
However, due to the enthusiasm and eagerness of the forerunners of the TFOE(PE) organization, the annual registration from the SEC was overlooked until it became lapsed in status and no longer renewed its original name. Per SEC policy, once an organization, club or any entity is registered and lapsed for years, it will no longer re-registered its original name including its logo. However, there were TFOE(PE) officers who attempted to re-register bearing its original name, unluckily, it was denied by the SEC. While in the lapsed status from the SEC, some enthusiastic members continued to organize more clubs and regions in their respective places.
With the determination of some officers and members of the organization, it was only in the year 2017 when the new name “THE FRATERNAL ORDER OF EAGLES - PHILIPPINE EAGLES” (TFOE-PE) was officially registered at the Securities and Exchange Commission after revising the original 1979 fraternal name from “THE FRATERNAL ORDER OF EAGLES (Philippine Eagles)” into “THE FRATERNAL ORDER OF EAGLES – Philippine Eagles”. On this note, the TFOE(PE) was no longer in use, instead the TFOE-PE is in existence per SEC registration.
Upon registration in the year 2017, the TFOE-PE became the official organization’s name together with the logo. Its reactivation as SEC registered organization, all the existing eagles clubs adopted the new name and the fraternal logo. With its reactivation, more clubs in the country were organized abruptly.
In the year 2019, misunderstanding arose from among the forerunners due to the issue on agenda to be tackled during the national assembly when a group of minimal number of members insisted of their prepared agenda to be adopted instead of the agenda prepared by the national officers. When their demand was not considered, they walked out and left the assembly. It was the start of the conflict when the other group (who waked out) and claimed its legitimacy. Accordingly, the issue on original registration in 1979 bearing the original name TFOE (PE) still be used with its logo as stated in the Magna Carta of the Philippine Eagles. However, it is clear from the SEC that once an organization has lapsed for years, it will no longer be re-registered, unless there is/are portion/s to revise/change. (In this situation, which one has the legal personality – magna carta of an organization or the SEC registration?)
As stated in the Magna Carta of the TFOE (PE), provisions stated therein was still adopted and enforced. During the election of national set of officers, the newly organized set of officers, adopted the duly registered organization’s name TFOE-PE up to the present.
However, those members with vested interest of the various national positions, questioned the organization’s name of not following what is stated in the magna carta. This was the start of the conflicts on the issue on legitimacy by challenging the duly elected officers of using the TFOE-PE instead of TFOE(PE) and the issue on TFOE logo. This results to the two factions that exist in the organization, the legit group used the TFOE-PE with the logo while the other not registered in the SEC used the TFOE(PE) with the logo as they claimed it was the organization’s original name. Those former members of the organization who walked out from the 2019 assembly created their own national set of officers adopting the old TFOE(PE) with logo. However, when they submit their organization’s name at the SEC, it was denied because of the existing TFOE-PE duly registered organization.
The Philippine Eagles organization under the new registered name TFOE- PE, has reached the Bicol Region through the Maagap Eagles Club (which was dissolved) wherein some of its members introduced the organization to the Bicolano professionals. In return, the Bicolano professionals who became eagle members had actively participated to the national activities, meetings, fora and assembly. On the other hand, the officers and members of the Sarong Bangui Eagles Club adopted the TFOE-PE. However, the organization of the Federation of the Philippine Eagles in Camarines Sur is not in accordance with the Magna Carta of the TFOE, thus, registering only the screened would-be members of the TFOE-PE as their gateway to the national officers. Added to this, the TFOE(PE) is still existing in the Bicol region through the federation’s officers who appointed somebody to the positions who never underwent process to become member of any eagle club organization.
Per information from Kuya Alex Pormelos, the TFOE-PE Bicol Region III has started from the organization and chartering of the Cagsawa Eagles Club (originally Maagap Cagsawa Eagles Club) through the Maagap Eagles Club as sponsoring club. It was Kuya Alex who introduced the TFOE-PE in the Bicol Region and he is considered as the founding member of the organized “Maagap”Cagsawa Eagles Club. Kuya Alex Pormelos was then a member of the dissolved Maagap Eagles Club.
The Maagap Eagles Club, then, was one the famous eagles clubs established at the National Capital Region. This was composed of the prominent members who were involved in the massive controversial issues. Sad to note, this club was dissolved. Upon dissolved, the word “Maagap” in all clubs created, were removed, retaining the remaining club names. The established clubs in the Bicol Region have maintained its good standing, one of which is the Maagap Cagsawa Eagles Club headed by Kuya Rolito “Rolly” Basibas.
Per information, Kuya Alex Pormelos had introduced first to Kuya Bobby Matamorosa the TFOE-PE, then they met Kuya Rolly Basibas who was already working for his possible membership to the eagles’ organization. Kuya Rolly Basibas, approached then Kuya Vicente Avila and Raymond Concepcion about the membership to the fraternal order of eagles. Sad to note that these two well-known members of the eagles, ignored Kuya Rolly.
Kuya Rolly Basibas, Kuya Alex Pormelos and Kuya Bobby Matamorosa when they met together, decided to organize clubs in the Bicol Region separate from Kuya Avila and Concepcion group. Kuya Bobby then was busy in politics, they assisted Kuya Rolly together with Kuya Alex Pormelos to organize a club. It was the start of the creation of the Maagap Cagsawa Eagles Club in Albay.
In Camarines Sur, the Maagap Mt. Isarog Eagles Club was also organized. Other clubs in the other provinces of the Bicol Region was organized until the Bicol Region III was organized through the different clubs in the Bicol Region.
When the Maagap Eagles Club was involved in various controversies, Kuya Rolly Basibas and Kuya Bobby Matamorosa both submitted their petition to be separated from the controversial Maagap Eagles Club and informing the national president that they will remove the word “Maagap” to their club’s name. With the good standing of the clubs, the petition was approved.
Through the organization of other clubs in the Bicol Region particularly in the provinces of Albay, Camarines Norte, Camarines Sur, Sorsogon, Masbate and Catanduanes. These energetic “Kuya” went to these provinces and organized eagles clubs. The Bicol Region III composed of the clubs organized in the different provinces was established through the Chartered Governor Kuya Rolly Basibas. The Cagsawa Lady Eagles Club was organized as well by the Bicol Region III.
The three kuya had organized and chartered the Mount Isarog Eagles Club (originally Maagap Mount Isarog Eagles Club) on ______where Kuya Bobby Matamorosa became the Club President. Upon establishment, Mt. Isarog EC has sponsored and chartered the Camarines Sur Eagles Club on July 12, 2021. The CSEC likewise sponsored and chartered the Habagat Camarines Eagles Club on October 24, 2021 and the HCEC has sponsored and chartered the Sambisig de Camarines Eagles Club on February 27, 2022. The SdeCEC has organized and chartered the Matalas Gilas Eagles Club on October 2, 2022. One more club was organized for the BCSR I which is the Sagisag Oragon de Camarines Eagles Club sponsored by HCEC chartered on October 2, 2022.
The Bicol Camarines Sur Region I together with other regions in the Bicol Region were created through the effort of Kuya Rolito Basibas, Regional Governor of Bicol Region III and Kuya Bobby Matamorosa as the Regional Vice Governor. During the National Executive Committee meeting, Kuya Gov Rolly has sponsored a resolution for the creation and chartering of the Bicol Albay Region, Bicol Sorsogon Region, Bicol Camarines Sur Region I and Bicol Camarines Sur Region II. The resolution was approved by the National President Nelson A. Sarapuddin. On February 26, 2022, four new regions were created and chartered by the National President Nelson A. Sarapuddin at Primus Hotel, Pacol, Naga City.
During the creation and chartering of the Bicol Camarines Sur Region I, Kuya Roberto “Bobby” Matamorosa, became the chartered Regional Governor and Kuya Herman Bobis, Club President of Habagat Camarines Eagles Club as the Regional Vice Governor. The BCSR I was composed of six clubs namely: Mt. Isarog Eagles Club, Mt. Isarog Spear Eagles Club, Camarines Sur Eagles Club, Habagat Camarines Eagles Club, Sambisig de Camarines Eagles Club and the Sarikaw Eagles Club. On July 9, 2022, the chartered Metro Partido Peninsular Eagles Club, was added to BCSR 1.
On October 2, 2022 held at Villa Caceres, Naga City, there were additional eagles clubs chartered and chartered members namely: Matalas Gilas de Camarines Eagles Club, Sagisag Oragon de Camarines Eagles Club, Mt. Isarog Spartan Eagles Club and the Mt. Isarog Lady Eagles Club. There were eagles clubs that transferred from Yakap to -PE namely: Metro Partido Eagles Club, Bicol Peninsula Finest Eagles Club and Metro Naga Eagles Club.
On July 2022, the Bicol Peninsular Eagles Club, a new club was added upon its chartering at Avenue Plaza Hotel, Magsaysay Avenue, Naga City.
February 25, 2023, the Metro Partido Orgulyo Eagles Club was chartered at the Tent, Avenue Plaza Hotel, Magsaysay Avenue, Naga City. The Bicol Camarines Sur Region III was chartered as well.
